In recent years, the Party Central Committee and The State Council have attached great importance to the construction of data infrastructure systems and the reform of market-oriented allocation of data elements, and formulated a series of policies to promote the development of the digital business industry. In order to fully implement the decision-making and deployment of the Party and the state, the provincial and municipal Party committees and governments, the Municipal Data Bureau entrusted the Shenyang Digital Economy Enterprise Association to lead the establishment of Shenyang Digital Business industrial ecological Alliance and expert committee to plan and build Shenyang Digital business industrial ecology with a high starting point. After nearly 3 months of preparatory work, the establishment of "Shenyang business industrial ecological alliance" work successfully completed.

       On September 23, guided by Shenyang Data Bureau and sponsored by Shenyang Digital Economy Enterprise Association, "the first session of the first Member Congress and founding Conference of Shenyang Business Industrial Ecological Alliance" was successfully held in Longimeng Hotel. Elected 120 member units such as Yunding Data, Zhongyu Data, Panshi Data, Green Alliance Technology, Zhongke Knowledge Property, and 39 governing units such as Shenyang Skyeye IT Co., LTD., Liaoning Post and Telecommunications Planning and Design Institute, Shenyang Telecom Planning and Design Institute, and Hehe Technology. Neusoft Group, Liaoning Baidu, Liaoning Sunflower, Xingqi Eye Medicine, Shenyang Water Group, Shengjing Bank Shenyang Branch and other 13 chairman, vice chairman, Secretary-General units.
