Recently, our company has achieved significant breakthroughs in advancing strategic cooperation within the emergency management sector. Through high-level meetings and discussions with ANE Emergency Rescue Industry Development (Beijing) Co., Ltd. (hereinafter referred to as "ANE Emergency") and the MERS Key Laboratory for Emergency Warehousing Logistics and Disaster Relief Supplies Support (hereinafter referred to as the "MERS Key Laboratory"), we have reached in-depth cooperation intentions regarding the intelligent upgrade of rescue equipment, disaster scene situational awareness, and capability building for emergency communication under "Three Disruption" conditions. This collaboration aims to jointly promote the implementation of a rescue equipment intelligent upgrade project with a total value of 2 billion RMB and the establishment of a Joint Innovation Center, contributing to enhancing national emergency response capabilities and strengthening the safety line for disaster prevention, mitigation, and relief.

On October 30, led by our General Manager, our delegation traveled to Beijing for a special symposium with the senior management team of ANE Emergency, including General Manager Wu Bin and Deputy General Manager Qian Rengang. As a core force under China ANE focused on the emergency industry, ANE Emergency consistently leverages technological empowerment and supply chain support as its key strengths, serving as the most solid backing for responders. Both parties reached a consensus on equipment health management and building emergency communication capabilities for "Three Disruption" scenarios, focusing particularly on the intelligent upgrade of rescue equipment and rapid network coverage at rescue sites. We will jointly promote the implementation of the rescue equipment intelligent upgrade project valued at 2 billion RMB.

On October 31, the team proceeded to the University of Emergency Management – the first full-time undergraduate institution directly under the Ministry of Emergency Management of China named after "Emergency Management" – for in-depth exchanges and discussions with the team of Yan Botao, Executive Director of the MERS Key Laboratory. The University of Emergency Management bears the important mission of "cultivating high-level, interdisciplinary talent for the national emergency management cause, creating a highland for technological innovation, and building an international exchange platform," having developed unique advantages and core competitiveness in the emergency field. Both parties reached an intent to co-establish a "Joint Innovation Center." Yan Botao pointed out that the Joint Innovation Center will operate as an organized entity to advance technology transfer and market resource sharing, focusing on core national emergency management needs and addressing industry pain points such as rescue equipment R&D and emergency supplies support. According to the cooperation plan, our company will leverage its business scenario advantages, utilize the ecological resources of universities and research institutions, collaborate with relevant departments like the Ministry of Emergency Management, enrich the corporate expert think tank, and deepen the extension of cutting-edge emergency technologies and the incubation of practical projects.

The achievement of this strategic cooperation represents a significant move by our company to fulfill its corporate social responsibility as a state-owned enterprise and serve the modernization of the national emergency management system and capabilities. It marks a crucial step in the company's strategic layout within the emergency industry. Moving forward, our company will work with all partners to detail the cooperation plans, accelerate the testing of rescue equipment intelligence, optimize emergency communication solutions, and advance the establishment of the Joint Innovation Center. Guided by technological innovation, we are committed to fully establishing a benchmark state-owned enterprise in the emergency response field, making greater contributions to ensuring the safety of people's lives and property and serving the development of the national disaster prevention, mitigation, and relief cause.
